A new listing for the Panty & Stocking with Garterbelt anime series has appeared on Amazon.com, this one for the Blu-Ray version of the show. This is a surprising development as the Blu-Ray version was initially announced earlier this year, then dropped from solicitations and initial release when the series was released on home video earlier this Summer.

With Kadokawa Pictures initially holding back all Blu-Ray releases until next year, the sudden appearance of a Blu-Ray listing on Amazon may indicate a change in what Funimation was allowed to release. Either way, this is a positive development, provided the listing and the release date hold up. The series was initially broadcast in 2010 and is best known for its crass and vulgar humor with Gainax’s signature animation work. Funimation added to the humor by producing one of its best English dubs for the series, with rumblings that a second dub was produced for a possible TV broadcast.

Update: Multiple retailers have now confirmed that the Blu-Ray will be released on December 4th of this year. Funimation has also posted more details on the content of the new boxset:

During a Twitter conversation last night, the subject of Funimation’s release of Panty & Stocking with Garterbelt came up after preliminary listings for the show may have confirmed that the release would exclude a Blu-Ray version and only be released on DVD, despite the company confirming that the show would indeed be released on Blu-Ray the weekend before during its convention appearances at Anime Boston and Sakura-Con respectively. The discussion then circled around to Kadokawa’s apparent new rules on international Blu-Ray releases.

Back in February, Funimation Entertainment had finally confirmed that the second season of Sora no Otoshimono in Forte would be released on DVD/Blu-Ray as a combo pack  in March after months of delays, only to be forced to announce to retailers that the release would not be released as a Blu-Ray/DVD combo as originally solicited, but would only be released on DVD, with no real explanation on why the Blu-Ray version was excluded only after being solicited to retailers 2 weeks before.

The sudden exclusion of the Blu-Ray version after being announced as such for months came as a surprise to fans of the show and led many to cancel pre-orders due to the lack of a Blu-Ray version. While many were quick to point the finger at Funimation for screwing up the solicitations, the real blame should be placed at the feet of the master licensor of the show in Kadokawa Pictures, which controls international licensing for many of Funimation’s most popular shows.

Recently, in statements made by Manga Entertainment UK via Twitter, it was revealed that Kadokawa had issued new mandates on home video releases to its international licensing partners that allude to the requirement that no Blu-Ray releases by international licensors would be allowed this calendar year and to adjust release formats accordingly.

Specific reasons were not given as to why the rule was put into place by the company, but recent activity by Funimation involving home video announcements may have confirmed the veracity of the statements, as The Future Diary was only confirmed for a DVD release later this year while no mention was made of a Blu-Ray version. Kadokawa Pictures controls international licensing rights for the show as Kadokawa Shoten also publishes the manga.

While Funimation also announced Panty and Stocking with Garterbelt as a Blu-Ray/DVD combo release during Anime Boston, the earliest listings for the show are beginning to confirm that Kadokawa is indeed forcing international licensors to drop Blu-Ray releases from release plans and announcements.

Why Kadokawa is doing this now, when some of the most popular shows controlled by the conglomerate will see release on home video this year is unknown, but if I were to make an educated guess, the idea of reverse importation may be too great for the conglomerate to ignore and it appears perfectly willing to lose money on international licenses in order to protect its shrinking home market.

Unfortunately for Kadokawa Pictures, the home video market for anime in the US is moving swiftly away from DVD and rushing towards Blu-Ray as the preferred release method for newer shows, with many making purchasing decisions based on whether the series will have a Blu-Ray version available. For Kadokawa to make such mandates to its international licensor partners is not only short-sighted, but it only hurts those that want to support their favorite shows and the companies that work to license them.

If I had the ear of the executives at Kadokawa Pictures, I would strongly suggest they reconsider their stance on international Blu-Ray releases outside Japan, otherwise they face the wrath of a fanbase that is perfectly willing to spend their money elsewhere, or worse, not give them any more money at all and even resort to piracy, which only hurts everyone in the end. I really would like to be proven wrong and see Panty & Stocking get a Blu-Ray release when it gets released later this Summer, but based on the previous release in Sora no Otoshimono Forte, that looks less and less likely and places other Kadokawa Pictures controlled titles in doubt for their own Blu-Ray releases.

Aniplex USA has confirmed during its NYCC/AF panel that it will release the highly anticipated Puella Magi Madoka Magica on Blu-Ray disc beginning on February 14th of next year. This follows its previous announcement of the home video release on DVD during the summer with no word on whether it would release the series on Blu-Ray, prompting an outcry of support during its virtual panels held on NicoNico.

There will be three different releases in a limited edition box set, a regular Blu-ray edition and a regular DVD edition. The limited edition will be a BD/DVD/CD combo in a collector’s box including a twenty-four page booklet, a double sided poster, Kyubey sticker and post cards along with the original soundtrack CD and the clean opening on the disc.

The release will be a bilingual JP/EN release with Sayaka Miki being played by Sarah Williams, QB played by Cassandra Lee and Madoka Kaname played by Christine Marie Cabanos. Further announcements are expected regarding the rest of the English dub cast.

Scans from an unnamed magazine have surfaced revealing the first details on a planned Blu-Ray boxset for the recently debuted Fate/Zero prequel as well as preliminary confirmation of a second season to begin in April of 2012 following the conclusion of the currently airing first season in December, with the second season to be concluded in June.The boxsets for the series will be split into two sets with 12-13 episodes per set.

Fate/Zero is currently being simulcast by Nico Nico Douga in eight languages around the world, with Crunchyroll beginning its stream on Saturday.

Guin SagaCiting “circumstances beyond their control” Section 23 has confirmed to retailers that the Guin Saga Blu-Ray release has been cancelled.

The series was licensed last year by the resurgent licensor and mistakenly announced during C2E2 by Aniplex before being officially confirmed. The DVD release is unaffected by the cancellation.

Rahxephon Blu-Ray Box cover

Polarizing mecha anime Rahxephon will be getting the complete Blu-Ray box treatment on February 23rd in Japan.

It will include the entire 26 episode series, the Pluralitas Concentio feature film and the RahXephon Interlude: Her and Herself/Thatness and Thereness OVA previously only found in the Rahxephon PS2 game RahXephon: Soukyû Gensokyoku.

Additional materials consist of an artbook illustrated by character designer Akihiro Yamada as well as the box art.  The boxset is currently available for pre-order on Amazon Japan for ~$387 at the current exchange rate.

imageAccording to the product listing on CDJapan, the forthcoming Blu-Ray boxset release of Phantom Requiem for the Phantom slated for January will include English subtitles and an English dub ahead of Funimation’s own release, which is also slated for next year. While the Japanese release features the complete series with an English dub and subs on 4 discs, there’s also a massive premium attached as the set costs $412 at the current exchange rate, a stiff pill to swallow for all but the most dedicated collectors.

Funimation is also currently streaming the complete series on its video portal, which was one of its first attempts at simulcasting last year.

imageThe Gainax General Products web store has announced the forthcoming release of the FLCL Blu-Ray boxset for a limited time on August 18th in Japan.  The $164 boxset will feature new art created by character designer Yoshiuki Sadamoto specifically produced for the boxset along with new special features such as TV spots, promo footage from the initial DVD release and animatics along with other material.

The boxset will also feature English subtitles as well as an additional disc related to the music used in the series.
